FEMA Health and Medical Community Lifeline – August 2026

The message below has been provided by Delaware County Emergency Services:
For August, the FEMA Community Lifeline focus is the Health and Medical community lifeline encompassing the infrastructure, assets, and clinical capabilities required to deliver life-saving medical care, maintain public health, support patient movement, and secure critical medical supply chains. This includes acute care hospitals, emergency medical services (EMS), long-term care facilities, pharmaceutical distribution networks, and public health departments.

The Health and Medical community lifeline encompass the infrastructure, assets, and clinical capabilities required to deliver life-saving medical care, maintain public health, support patient movement, and secure critical medical supply chains. This includes acute care hospitals, emergency medical services (EMS), long-term care facilities, pharmaceutical distribution networks, and public health departments.

Why Is This Important to Delco?

The Health and Medical Lifeline is the ultimate backstop for human life during a disaster. Delaware County’s medical infrastructure operates at high capacity daily; any sudden, widespread disruption or surge in patients can instantly push our healthcare systems to a breaking point, turning a localized emergency into a catastrophic public health crisis.

We saw during the winter storm/blizzard in Hernando on February 23 how rapidly an environmental emergency can expose severe mass care gaps, leaving dozens of vulnerable people stranded outside in deteriorating conditions. If a major crisis simultaneously cripples healthcare infrastructure, our ability to respond diminishes exponentially. Consider what happens if an extended, below-freezing power outage similar to the Nashville winter storm impacts our major regional care facilities. Without electricity to power life-sustaining medical equipment, climate control, and electronic health records, Delaware County would immediately face a multi-facility medical evacuation and mass casualty situation.

Lifeline Approach

To stabilize severe health and medical disruption in Delco, a coordinated, multi-municipality response must prioritize the following operational actions:

  • Integrated Patient Movement: Establish pre-planned, regional triage and patient redistribution networks to move critical patients out of compromised facilities and prevent any single hospital from being overwhelmed.
  • Emergency Resource Sub-Allocation: Deploy emergency generators, fuel, and potable water specifically to high-density care facilities and medical hubs to maintain clinical operations during systemic utility failures.
  • Unified EMS and Mutual Aid Command: Shift from fragmented municipal dispatching to a unified, multi-agency command structure, maximizing the footprint of available paramedic and rescue assets across the county.

Stabilizing our health and medical systems requires moving past isolated municipal plans and operating under a singular, integrated countywide framework. Is Delco ready for that? One Team, one Mission.
